Latching switches and buttons are used for returning items on and off. Think of the rocker switches like the light switch at your house: flip the switch one way and it turns the lights on. Flip it the opposite way and it turns the lights off. The same for the push buttons. Press the button once and it turns the item on. Press it again it turns it off. Here's some examples of what they can be used to turn on and off:
